TRAI has decided against issuing further notices to BSNL to tabulate its minutes of usage (MoUs). As per the regulator’s directive, it is mandatory for all telecom operators to file their MoUs. TRAIuses this data to monitor the service providers by correlating the information with other data such as revenues, carriage and termination charges. It has, however, decided to make an exception for the PSU. BSNL, on its part, explained that owing to its sheer size, it would require several million rupees worth of investment to upgrade its systems to tabulate the MoUs. It would instead provide sample studies of the traffic distribution across its networks.
