
The TRAI report on quality of service (QoS) performance for the quarter ended December 2004 has found that although the quality of service provided by both basic and cellular service providers has improved, work still needs to be done to meet the benchmarks. In the basic services segment, TRAI has pointed out that 40 of the 63 operators have not met the benchmark for providing new connections within seven days of registration of demand.
Bharat Sanchar Nigam Limited’s (BSNL) performance is the worst in states like Punjab and Uttar Pradesh. BSNL and Mahanagar Telephone Nigam Limited (MTNL) have also not met the fault rate benchmarks. The highest fault rate is 17.06 per 100 subscribers by MTNL in Delhi. Against the benchmark of more than 90 per cent faults to be repaired by the next working day, BSNL has met the target in only 16 of the 26 circles. For cellular services, the number of operators meeting the QoS benchmark has increased significantly. The number of operators not meeting the parameter for a call success rate of 99 per cent has fallen to 23 from 31 in the previous quarter.
