DoT to move a cabinet note to reserve top managerial posts in MTNL and BSNL for ITS officers

The Department of Telecommunications (DoT) is likely to move a cabinet note to reserve top managerial positions for Indian Telecom Service (ITS) officers in Mahanagar Telephone Nigam Limited and Bharat Sanchar Nigam Limited (BSNL).


The move is aimed to stem the exodus of senior officers from ITS. DoT plans to depute Group “A” ITS officers in key management positions (at the rank of deputy general manager and above) in both companies.


As per the DoT’s proposal, all ITS officers transferred to the two operators will remain in government services until retirement and can avail of remuneration in line with central pay scales.


Out of nearly 1,800 ITS officers, nearly 1,400 were deputed to BSNL 12 years ago when the company was hived off as a separate corporate entity from DoT. The remaining ITS officers were deputed to MTNL. However, with the Ministry of Communications and IT asking these offices to return to government services, the majority of them opted to come back to DoT.


So far, about 400 ITS officers have been relieved from their duties at both operators. As per an order issued earlier by the Delhi High Court, the operators are to relieve the remaining officers by September 30, 2012.
