MTNL and BSNL have reportedly demanded full mobility licences for their CDMA-based mobile services. According to the two PSUs, while the private telecom operators have migrated to universal access service licences, the government has not allowed them to do so. This licence restriction has barred the PSUs from offering full mobility services.
