
Kapil Sibal, Minister of Communications and IT has said that guidelines pertaining to 3G services (including video calls) are to be issued soon, according to news reports.
The Department of Telecommunications (DoT) is believed to be working with the Ministry of Home Affairs to frame rules pertaining to the interception and monitoring of 3G services. Meanwhile, operators have been given the green signal to roll-out 3G-related services.
Prior to this, the DoT had issued notices to Reliance Communications (RCOM), Bharti Airtel and Tata Teleservices Limited (TTSL) requesting them to put 3G services such as video calling on hold as they violated security norms.
In its notice to the operators, the DoT had stated that law enforcement agencies could not intercept video calls in real time. It added that services such as Yahoo Messenger, Google Talk and two way text chatting on the operators’ network could not be accessed by monitoring agencies.
Thereafter, TTSL and RCOM had agreed not to offer video calling services until the issue over security concerns were resolved.
