
The Telecom Regulatory Authority of India (TRAI) has invited Expression of Interests (EoIs) from consultancy firms in order to chalk out a policy and regulatory framework for operators migrating to Next Generation Networks (NGN).
The consultant would be required to prepare an in-depth report on the technical and commercial issues relating to NGNs, apart from a consultation paper that would be utilised by the regulator.
Prior to this, TRAI had issued a consultation paper titled, ‘Issues Pertaining to NGNs’ in January, 2006. On the basis of inputs received from stakeholders, recommendations were sent to the Department of Telecommunications in March, 2006.
The regulator had emphasised the necessity of having a comprehensive framework to address issues such as migration from legacy networks to NGNs, regulatory issues related to their deployment and methods of calculation of Interconnect Usage Charges (IUC), licensing, security and quality of service.
The EoIs can be submitted by 1 February, 2011.
