The government is reassessing Vodafone Idea Limited’s (Vi) adjusted gross revenue (AGR) liabilities following the Supreme Court’s October order permitting the reconciliation of dues up to the financial year (FY) 2016-17, including interest and penalties.
The officials from the Department of Telecommunications (DoT) and the Ministry of Finance have held initial discussions, but a complete waiver of AGR dues is not being considered.
Further, this development has intensified speculation about possible government measures to ease Vi’s financial stress. Earlier, on November 4, the Supreme Court allowed the government to reassess the company’s outstanding AGR dues. In its petition, the telecom operator had sought relief on both the additional AGR liabilities and a review of all pending dues. The apex court stated that the government may revisit and re-evaluate AGR dues up to FY 2016-17, including interest and penalties.
In May 2025, Vi requested relief from cumulative AGR liabilities exceeding Rs 800 billion, citing financial difficulties. Subsequently, on September 8 2025, the company approached the court again, challenging the DoT’ demand for an additional Rs 94 billion and seeking a waiver of interest and penalties.
