The Department of Telecommunications (DoT) may frame a proposal to compensate government agencies from the Consolidated Fund of India for vacating spectrum. Thereafter, this spectrum will be used for commercial purposes.

This proposal may be included in the New Telecom Policy 2011, currently being drafted by DoT.

According to an internal DoT note, government agencies use substantial amounts of spectrum, which is required for commercial use. The agencies require to be suitably compensated from the Consolidated Fund of India to ensure vacation of spectrum through migration to other bands.

Re-farming of spectrum is required after it is vacated, to ensure that it can be used in combination with advanced technologies for various wireless services.
