DoT is unlikely to invite foreign companies to bid for 3G spectrum.
According to it, foreign companies do not have any network infrastructure and by the time it is developed, the services would be delayed. Moreover, DoT is aiming to make 3G services affordable for everyone. Since foreign players can bid very high for 3G spectrum, they would offer the services at a higher tariff. This would make it difficult for a non-metro or rural user to access the same.
