The Department of Telecommunications (DoT) will stop accepting new applications for unified and standalone licences from November 10, 2025, until the authorisation framework under the Telecommunications Act, 2023, is notified.
According to the government’s statement, this interim step has been taken as the transition to the new authorisation regime is currently in progress. Accepting new applications during this phase could result in administrative complications. Applications that have already been submitted will continue to be processed.
Further, the new authorisation framework will encompass all telecom services including mobile, internet, international calls, and satellite connectivity. As outlined in the act, existing licensees will transition to the new system once their licences are due for renewal.
However, telecom operators have expressed concern that altering contractual agreements under the current licensing regime may create regulatory uncertainty. They have urged the government to maintain the existing practice of having a formal contract between a telecom operator and the DoT specifying terms and conditions within the licence agreement.
Additionally, under the new authorisation model, companies will be permitted to offer services through authorisation, with specific terms and conditions to be notified separately under the Telecom Act.
The Telecom Regulatory Authority of India (TRAI) had earlier recommended a comprehensive revamp of the existing licensing framework.
