According to the Comptroller and Auditor General (CAG) of India, the government has incurred a loss of Rs 17.57 billion as Bharat Sanchar Nigam Limited (BSNL) failed to bill Reliance Jio for passive infrastructure sharing since May 2014 despite their agreement.

In addition, BSNL suffered a loss of Rs 383.6 million due to its failure to deduct the required share of the license fee from payments made to telecom infrastructure providers (TIPs). CAG also highlighted instances of short billing for passive infrastructure sharing charges by BSNL.
