India has supported the establishment of a global agency to track activities and communication on internet. The proposal is in line with the vision of the United Nation?s International Telecommunications Union which advocates a multi-government role in formulating internet governance rules.

Establishment of a global agency to monitor traffic on the internet is likely to help India and other countries have greater access to communication carried through the internet. According to the National Security Council Secretariat (NSCS) the key function of managing the domain name system (DNS) currently lies with the National Telecom and Information Administration, an arm of the United States Department of Commerce which advises the government on telecom and information policy matters.

NSCS has stated that setting up of a global agency which will be responsible for tracking communication on the internet would provide India a greater say in the formulation of internet-related policies. Further, such a move would help allay concerns regarding security which currently vests with the US.
