DoT is considering formulating a new policy for mobile virtual network operators (MVNOs). The new MVNO policy will take into consideration both 2G and 3G spectrum. While in February 2009, DoT allowed MVNOs to enter India at a pan-Indian licence fee of Rs 850 million, it is considering some amendments in order to allow MVNOs for the 3G domain as well.
