TRAI has initiated the consultation process for phasing out the access deficit charge (ADC) levied on private operators.

According to TRAI’s consultation paper, ADC, which was rolled out to provide temporary funding to Bharat Sanchar Nigam Limited’s (BSNL) rural rollout obligation, should be abolished by April 1, 2008. Till date, ADC accrual to BSNL stands at about Rs 315 billion. TRAI has stated that 2008-09 onwards, the ADC regime should be replaced or merged with the Universal Service Obligation Fund regime.
