DoT is planning to allocate radio frequency to CDMA operators based on the subscriber base, as per the operators’ visitor location register (VLR). The move will increase uniformity between CDMA and GSM operators as DoT has already specified VLRbased calculations for GSM operators. VLR takes into account only those connections that are active at any given point of time while the existing system counts all the connections that have been pushed into the market by the operator. According to industry estimates, there could be a 100 per cent difference between the subscriber base counted on the basis of VLR and the present system. Moreover, DoT has decided to allocate the third and fourth carrier spectrum to CDMA operators.
