According to news reports, TRAI will have a new access deficit charge (ADC) regime in place by August 2005. The new regime is expected to make national long distance (NLD) and international long distance (ILD) calls cheaper. TRAI is also likely to choose between the current per-minute charge being levied and a revenue-share system. While most private operators are in favour of a revenue-share system, BSNL favours per-minute charges.

The revisions are part of a strategy to reduce ADC over the next three to five years and eventually discontinue it.
