The union minister of state (MoS) (Independent Charge) for Science and Technology and Earth Sciences, minister of state for the Prime Minister’s Office; Personnel, Public Grievances and Pensions; Atomic Energy; and Space has proposed the development of a curriculum focused on artificial intelligence (AI) driven smart governance, signalling a push towards institutionalising technology-led administrative reforms in India.

He suggested that the Delhi-based Indian Institute of Public Administration (IIPA) be positioned as a nodal institution for building AI capabilities among public sector officials.

He also emphasised the need for stronger collaboration with the private sector, armed forces and public representatives in governance training, indicating a more integrated approach to administrative modernisation.

He further said the institute could work with organisations such as the capacity building commission, the Department of Personnel and Training (DoPT), the National Centre for Good Governance (NCGG), LBSNAA Mussoorie and the Department of Administrative Reforms to design frameworks for AI-enabled governance training. He added that IIPA is well placed to develop a curriculum for AI-driven governance and act as a national hub for public sector capacity building.

As part of broader digital governance initiatives, the minister also announced the rollout of the ‘Saral AI’ portal through the Anusandhan National Research Foundation. The platform aims to simplify complex technologies into accessible, citizen-friendly formats to improve public understanding and usage.

Highlighting India’s focus on AI, he referred to the India AI Mission as a key pillar of the country’s digital transformation. The initiative aims to strengthen the AI ecosystem through investments in research, innovation, infrastructure and skill development.

He noted that through programmes such as the India AI Mission, Mission Karmayogi, AI-enabled grievance redressal systems and other capacity-building frameworks, the government is working to integrate technology into the core of future governance models.
