
Kapil Sibal, Minister of Communications and IT said the truth pertaining to the spectrum scam will be revealed shortly. He added that this may also explain why the spectrum allocation policy was switched from the fixed licence fee model to the revenue sharing model.
The extent of economic loss and financial gain caused by implementing the revenue sharing model will also be made public.
Meanwhile, Sibal said, the Department of Telecommunications (DoT) has already collected over Rs 900 million as penalty from new operators for missing the network rollout deadline. The operators who have paid the penalty include Etisalat DB, Loop Telecom, Uninor , Sistema Shyam Teleservices Limited and Aircel.
In fact, Uninor had, in this regard, approached the Telecom Disputes Settlement and Appellate Tribunal (TDSAT) against the Department of Telecommunications (DoT). In so far, the operator has, under protest, paid between Rs 99 million and Rs 110 million as penalty for four circles. It is yet to pay for six other circles for which it has been served notices.
In so far, the TDSAT has reserved the order on Uninor’s petition.
