The Central Bureau of Investigation (CBI) has informed the Supreme Court that the Department of Telecommunications? (DoT) decision not to cancel the Letters of Intent (LoI) granted to operators during the allocation of 2G spectrum in January 2008 was tenable. The agency added that these LoI could not be cancelled.

The CBI also said that cancelling the LoIs may have resulted in the affected telecom operators resorting to legal action.  

This was in response to the Supreme Court inquiring why DoT did not cancel the LoIs for three years, even after former Minister of Telecommunications and IT, A. Raja, followed the first come, first served policy, disregarding the suggestion of Prime Minister, Dr Manmohan Singh to auction 2G spectrum.
