The government hasn’t abandoned its plans to merge MTNL and BSNL. It is considering a new strategy whereby in the first phase, it may form a holding company with BSNL and MTNL as its subsidiaries. In the second phase the merger would be complete after a three-year period ?? during which hurdles faced in the merger would be resolved.
