
The Cellular Operators Association of India (COAI) has written to the communications minister, cautioning against a barrage of litigation if any attempt is made by the government to invite auctions for 2G spectrum. The letter comes in response to the government’s plan to auction additional spectrum for 2G operations instead of allocation on the basis of subscriber base. According to the COAI, this would be against the licensing policy. The COAI has also sought continuation of the existing process in which spectrum allocation is linked to the subscriber base of each operator. It wants the government to stick to its prescribed roadmap of providing up to 15 MHz of spectrum for each GSM operator.
