The Cellular Operators Association of India (COAI) has opposed the government’s suggestion to grant concessions to BSNL and MTNL for 3G spectrum payments. According to guidelines, the state-owned operators who were awarded the 3G spectrum in December 2008, will be required to match the highest bid amount and make the necessary payments within 10 days of the closure of auctions. However, the government was considering refunding a portion of the price these operators will need to pay for 3G and broadband wireless access spectrums in order to help them stabilise their finances. In case refunding is unviable, the government plans to extend the 10-day deadline to 24 months.

The COAI has questioned this move, stating that if implemented, it will create an uneven playing field.
