A telecom department panel has submitted its report on Net neutrality to Ravi Shankar Prasad, the Minister of Communications and IT.

The report, compiled by the six-member committee appointed in January 2015, will be a key component of the government?s policy on net neutrality, a concept that supports free and non-discriminatory access to the web.
The report comes at a time when the Telecom Regulatory Authority of India (TRAI) is in the process of coming up with its final comments and observations regarding definition and scope of net neutrality and whether over-the-top players should be brought under a licensing regime. Earlier, the regulatory body had come out with a consultation paper, which also touched on the subject of net neutrality. The consultation paper received huge response from various stakeholders with over 1000,000 emailed petitions supporting the concept of a free internet.
The government is expected to come up with a policy on net neutrality based on final report from TRAI and the telecom department?s internal panel report.
