The Ministry of Communications and IT has stated that the spectrum trading and sharing guidelines will be put forth before the cabinet by early-July 2015. The ministry is currently finalising the note regarding the same and is undertaking inter-ministerial consultations. Earlier on June 11, 2015 the Telecom Commission finalised its view on the guidelines after resolving its queries with the Telecom regulatory Authority of India (TRAI).
Meanwhile, the ministry has stated that it is currently working on resolving the issues related to merger and acquisition guidelines due to non-comparability of spectrum allocated through actions and administratively held spectrum. Apart from this, the Ministry has stated that the revival of Bharat Sanchar Nigam Limited (BSNL) remains a primary challenge for the government. To improve the uptake of its services, BSNL has recently launched the pan-India free roaming plan apart from undertaking investments to improve its infrastructure.
