P. Chidambaram, Union Minister of Home Affairs plans to hold a meeting with the top officials of operators who provide services in Jammu and Kashmir on August 25, 2011.

It is believed that the government plans to ask these operators to stop offering prepaid services or provide the necessary infrastructure to monitor such communications.

Currently, seven operators are present in Jammu and Kashmir, including Bharat Sanchar Nigam limited (BSNL), Bharti airtel, Aircel, Idea Cellular, Reliance Communications, Tata Teleservices Limited and Vodafone Essar.

In 2010, the state government had barred sending text messages. While the ban was subsequently lifted, it remained imposed for prepaid services.  

Thereafter, the Department of Telecommunications (DoT) had granted permission for the continuance of prepaid mobile services in Jammu and Kashmir, Assam and the North East circles for two years. This was subject to the condition that the existing security conditions and safeguards already stipulated by the licensor would continue to be adhered to.
