In a written reply to the Rajya Sabha, Kapil Sibal, Minister of Telecommunications and IT said that in Delhi, over 0.23 million requests for mobile number portability (MNP) have been rejected, of a total of 0.84 million requests until July 31, 2011.

The grounds for rejecting these requests included using an incorrect unique porting code (32.43 per cent), subsisting contractual obligations (23.84 per cent), blacklisted subscriber numbers (18 per cent), etc.

As per the rules and regulations pertaining to MNP, such requests are to be settled in seven days, except in Jammu and Kashmir, Assam and the North East. The time period for these areas is 15 days.
