
In its FIR against Dayanidhi Maran, the Central Bureau of Investigation (CBI) has said that all concerned Department of Telecommunications (DoT) officials had recommended issuing letters of intent for awarding a unified access service (UAS) licence for two circles to Aircel.
However, the agency said that the then Minister of Telecommunications and IT, Dayanidhi Maran detained the file for 44 days and then sought clarifications on alleged frivolous objections.
The FIR further states that Maran sought clarifications through his private secretary K. Sanjay Murthy. Also, it alleges that no such queries were raised in the cases of Reliance Communications and Bharti Airtel, which were issued UAS licences at the same time.
The CBI has alleged that Maran deliberately delayed the granting of a licence to Aircel in seven circles with the intent to force its exit from the business by constricting its business environment.
The FIR claims that C. Sivasankaran repeatedly requested for appointments with Maran in 2005 for addressing his grievances but Maran declined to meet him.
The CBI also alleges that after Aircel was sold to the Maxis Group, Astro All Aisia Networks Plc (a related company of Maxis Communications) invested in Maran?s brother?s company, Sun Direct TV Private Limited.
