The Government of Kerala has decided to accord permission to telecom service providers to lay optical fibre and set up ground-based masts or roof-top towers on government land and public offices across the state. This is expected to expedite the state?s move towards becoming the first digital state in the country in a time-bound manner.

Any licensed telecom service providers or infrastructure provider will be allowed to use government land or building for installation of ground-based masts and roof-top towers to ensure better communication connectivity. The government will charge 10 per cent of the market value of the land on which the tower is put up as the lease rent. In the case of rooftop towers, the state?s public works department will determine the rent.

Directives are being issued to district collectors and heads of all departments and local bodies, in this regard.
