Reliance Jio has reportedly urged the Telecom Regulatory Authority of India (TRAI) to include the L band (1-2 GHz) and S band (2-4 GHz) spectrum in the upcoming auctions for satellite-based direct-to-device (D2D) communication. The operator has highlighted that these bands are internationally recognised for mobile satellite connectivity and next-generation telecom services. Jio’s submission notes that companies like Apple (via Globalstar) and Starlink are already using these bands for satellite-to-handset connectivity, and argues that equating them with International Mobile Telecommunications (IMT) spectrum would support a unified, software-defined network framework aligned with 6G and future non-terrestrial network evolution.
As per Jio, auctioning these bands would ensure a level playing field between telecom and satellite service providers, promote competition, and accelerate deployment across indoor and remote locations. The company also expressed concern that administrative allocation of the spectrum where it is assigned without market-based pricing could benefit only select players and restrict innovation. In contrast, an auction-led approach would allow dedicated spectrum access to operators investing in D2D networks and help avoid fragmented distribution.
Additionally, Jio has recommended conducting pilot trials to evaluate coexistence conditions between terrestrial and satellite systems within these bands. The operator has pointed to global trends where auctions are preferred for satellite spectrum, stating that such a model would enable technology-neutral access, support faster rollout, and expand connectivity in rural and remote regions.
