The Telecom Commission is in the process of framing revised guidelines for the upcoming spectrum auction, say news reports. Currently, it has finalised the norms pertaining to the issuing of new mobile licences to operators.

According to the Telecom Commission, existing telecom players will be allowed to bid for spectrum in the bands they currently do not hold licenses in. Such operators will be considered as new operators in the forthcoming spectrum auction, which will be held in November 2012.

Telecom Commission has stated that even existing operators will have to bid for a minimum of four blocks of spectrum in the 1800 MHz band or two blocks in the 800 MHz band in each service area.

As part of the eligibility criterion, to participate in the auction, an operator has to have a net worth of Rs 21 billion for all telecom circles. Also, the paid up equity of an applicant company would be considered as one tenth of the net worth for each service area.
