DoT has turned down Bharti Tele Ventures’ request for long distance D operators to be allowed to pay 8 per cent revenue share as licence fee for providing virtual private network (VPN) services. Currently, operators holding a unified access service licence can provide VPN services on payment of 15 per cent revenue share as licence fee.

DoT has stated that in order for Bharti to pay 8 per cent licence fee, it will have to get a separate “internet service provider with VPN licence”, for a one-time non-refundable fee of Rs 100 million.
