Delhi has over 60 million telephone connections, including landlines, with each resident using an average of at least two mobile phones, according to data released by the government of Delhi. Wireless telephone connections stood at around 56.1 million in 2025, while wireline connections were at 4.7 million, as per figures from the Department of Economics and Statistics. Further, the overall number of telephone connections in the capital has remained broadly stable over the past eight years, the data showed.
Further, the total subscriber base was 57.4 million in 2018, fell to about 55.3 million in 2019, and then increased to 56.6 million in 2020. Connections rose further to nearly 57.9 million in 2021, dipped to around 56.2 million in 2022, and climbed to 58.5 million in 2023 before reaching a peak of 61.1 million in 2024. In 2025, total connections edged down marginally to about 60.8 million.
Against this largely stable overall trend, wireline telephone connections in Delhi have recorded steady and sharp growth, according to the government’s statistical data. Wireline subscribers increased from around 3.19 million in 2018 to 3.26 million in 2019 and 3.27 million in 2020.
Growth gathered pace thereafter, with wireline connections rising to nearly 3.39 million in 2021, jumping to over 3.92 million in 2022, and crossing 4.06 million in 2023. The upward momentum continued in 2024, with wireline connections reaching about 4.43 million, and strengthened further to over 4.71 million in 2025, the data stated.
In contrast, wireless telephone connections have seen fluctuations and slower growth over the same period. Wireless subscribers stood at about 54.2 million in 2018, but declined to around 52.1 million in 2019, according to the figures. The numbers recovered to about 53.4 million in 2020 and increased to nearly 54.5 million in 2021, before falling again to around 52.2 million in 2022. Wireless connections then rose to about 54.4 million in 2023 and peaked at nearly 56.7 million in 2024, before easing slightly to around 56.1 million in 2025.
Overall, while wireless services continue to account for most telephone connections in Delhi, the sustained expansion of wireline services indicates a notable shift in the capital’s telecom landscape, the data showed.
