According to news reports, DoT is formulating a new policy to A curb illegal use of mobile operators’ networks. It plans to impose a penalty of Rs 500 million on every mobile operator whose network is used for illegal routing of calls. The department will also have the option of cancelling the licence if an operator is found to have defaulted over 10 times. DoT will initially impose additional performance bank guarantees if any operator is found violating the routing plan more than three times. The operators will also be held responsible for offences committed by its subscribers. They will be asked to conduct special verification of bulk user premises.

These steps are likely to be taken in the wake of the thriving grey market in the long distance sector.
