The government has appointed the Centre for Development of Telematics (C-DoT) as the nodal facilitation agency to front-end on telecommunication intellectual property rights (IPRs) and patents. C-DoT will act as a facilitator for standard essential patents (SEPs) negotiations and will not have any financial liability or obligation towards the concerned parties.

C-DoT will take up IPRs/SEPs management on the behalf of Indian research and development ecosystem as a collective to negotiate and engage with domestic and global IPR licensors. It will represent the Indian technology entities while participating in IPRs/SEPs-related engagements. Further, it will also be responsible for the development, hosting and maintenance of the Indian telecom IPRs/SEPs repository, in coordination with Telecommunication Engineering Centre (TEC), academia, global and regional standard development organisations and industry.
