The government has highlighted the pendency of right of way (RoW) applications across several states. As per data shared by the Department of Telecommunications (DoT) at a review meeting with states held on December 9, 2022, the tally is led by Tamil Nadu, Kerala and Bihar. The applications pending for more than three months are also high in Delhi, West Bengal and Tripura. 

According to the latest data on Gati Shakti Sanchar Portal, as of December 5, 2022, 18,188 RoW applications were pending in Tamil Nady. Of these, 4,893 applications were pending for more than three months. The central government noted that the state is yet to align policies to the RoW format, finalise its RoW application format for 5G rollout, enable GIS mapping of its street furniture, and implement the online processing and payment gateway for RoW fees submission.

Further, the data reveals that 2,724 RoW applications were pending in Kerala, whereas in Bihar, 1,537 of the 1,740 pending applications were pending for over three months. 

In contrast, Chhattisgarh and Arunachal Pradesh did not have a single application pending for over three months.
