The Telecom Commission is in the process of revising norms for issuing new mobile licence to operators following the 2G spectrum auction.

These will be based on the Telecom Regulatory Authority of India?s (TRAI) recommendation that the operators should be awarded one single licence to offer all communication services. Earlier, TRAI had recommended that the operators should be awarded licences that are delinked from spectrum, at the national, service and district levels for a one-time non-refundable fee of Rs 150 million.

The Commission is also planning to formalize guidelines related to migration of licences to the unified licensing regime. It will publish  guidelines on the type of licence to be given for service areas that operators would get, services that the operators will be allowed to offer, financial terms, including bank guarantees and performance bank guarantees to be furnished by the operators.
