The Government has approved e-governance norms to ensure effective citizen engagement and communication with various departments and bodies of the government.
It has come out with detailed e-governance guidelines for both online as well as offline communication including social media for its departments. The government has developed a citizen engagement framework for e-governance projects for all government agencies, along with the Department of Electronics and Information Technology (DeitY), where DeitY has been mandated to enhance visibility of e-services enabled under the National e-governance Plan.
Having identified citizen participation and civic engagement as the building blocks for good governance and e-governance, according to the government and DeitY social media is increasingly being used as a popular tool of governance by governments across the world. The e-governance guidelines provide government departments with an in-depth review of types of social media, their characteristics and challenges in their uses.
