The loss-making ITI Limited has not received any bids for three of its six production units that have been put up on sale by the government. Huawei Telecommunications India and Alcatel-Lucent, despite having tie-ups with ITI, did not express any interest in the bidding process. Other potential bidders may have stayed away primarily on account of insufficient clarity with respect to the government’s decision to award 30 per cent of all equipment orders from BSNL and MTNL to ITI. This is because BSNL’s 93 million GSM line tender did not include this clause. Moreover, the government failed to take the necessary steps to ensure employee reduction, essential for ITI to break even.
