TRAI has expressed its dissatisfaction over DoT’s selective acceptance of TRAI’s recommendations while formulating the new criteria for spectrum allocation. TRAI believes that it is unfair and misleading to take action on selective parts of its recommendations without identifying and implementing the linkages elsewhere in the recommendations. For instance, while TRAI had proposed that operators be mandated to increase their subscriber base two to six times before getting additional spectrum, DoT referred the matter to the TEC which increased the required subscriber base even further. While the TRAI Act mandates that the regulator must be formally consulted if the government plans to deviate from the totality of its recommendations, it had not been informed about the same.
