The Telecom Commission has submitted its policy report on 3G and Wi-Max to IT and Communications Minister A. Raja. The commission has reportedly recommended that radio frequencies for 3G services can be allocated using an auctioning process in which all telecom companies (existing operators, licence holders and new international players) are allowed to bid. The recommendations mark a change from TRAI’s proposal that only existing operators be allowed to bid for 3G spectrum during the auction. The final 3G spectrum policy will be announced after the report is approved by Raja.
