The Cellular Operators Association of India (COAI) has offered to pay Rs 3 billion for all-India 5 MHz spectrum for 3G. According to the COAI, since telecom tariffs in India are among the lowest globally, spectrum prices should not be comparable to those in Europe. Internationally, spectrum is priced at about Rs 850 million to Rs 1.2 billion per MHz. Further, the COAI has asked TRAI to wait till adequate spectrum is vacated by the defence services to accommodate all players.
