
In its consultation paper on the review of quality of service (QoS) I parameters, TRAI has argued for powers to impose penalties on service providers who do not meet the QoS standards. TRAI has indicated that the performance of operators has been unsatisfactory in terms of QoS parameters even after the end of the long-term period set for adhering to QoS norms. TRAI feels it cannot enforce compliance because it lacks the powers to do so (under the TRAI Act or the licence agreement). At present, no penal action can be taken against erring service providers. The QoS standards were previously set by TRAI in consultation with industry stakeholders.
