According to Matrix Cellular, service provider Vodafone India has misrepresented facts before the Department of Telecommunications (DoT) and the Telecom Disputes Settlement Appellate Tribunal (TDSAT) in the matter regarding the allocation of bulk SIMs to former in 2007.

In 2007, the DoT had stated that Vodafone India along with other operators such as Bharti Airtel and Idea Cellular had provided Matrix Cellular SIM cards in bulk in alleged violation of subscriber verification norms thereby causing huge loss to the

exchequer.

However, in the wake of TDSAT directing DoT to issue fresh showcause notice to Vodafone India regarding the case, Matrix Cellular which has also come under the scanner of DoT has claimed that its business transaction with Vodafone India was legal and was carried out following the written consent of both the parties.
