V. Rama Manohara Rao has taken charge as the director/finance of RailTel Corporation of India Limited. A civil services officer of 1998 batch of the Indian Railway Accounts Service (IRAS), Rao carries a rich experience in infrastructure financing, policy formulation, budgeting and administrative fields across sectors of rail transport and urban development. Prior to the appointment, he held leadership positions in the Ministry of Railways and in the government of AP on deputation. He has also served as senior divisional finance manager in three railway divisions and as director/finance in railway board, Ministry of Railways, dealing with the Union rail budget. On deputation to the government of AP, he served as special commissioner and group director/finance in AP Capital Region Development Authority and as the secretary, municipal administration and urban development in the government of AP. He has also served as government nominated director in both central and state government public sector enterprises.

Rao has completed postgraduate public policy and management programme from the Indian Institute of Management, Bangalore, and Maxwell School of Citizenship, Syracuse University, US, and holds an M.Sc. in Physics from Sri Venkateswara University, Andhra Pradesh (AP). He has attended various leadership and training programs at Maxwell School of Public Policy, Syracuse University, US; Japan International Cooperation Agency, Japan; and ESCP, London.
