DoT has clarified that the Universal Service Obligation (USO) Fund, which supports BSNL’s unprofitable, rural rollout, is available for all players and not just for BSNL. Recently, TRAI also directed BSNL and other fixed line operators to disclose the usage of funds received from the USO Fund.
