The US government has reserved the right to reopen its national security review of the approved merger between Alcatel and Lucent if either company fails to comply with the restrictions placed on the transaction. To get the approval, the companies entered into a national security agreement with the departments of justice, homeland security, defence and commerce. This has restricted Alcatel’s access to sensitive work done by Lucent’s research arm, Bell Labs.
