
TTSL has asked DoT not to impose any penalty on it for failing to meet its network rollout obligation. In September 2009, DoT had proposed a total penalty of Rs 410 million on TTSL for delays in rolling out its network. It had proposed a similar fine of over Rs 310 million on Bharti Airtel and Rs 196.5 million on RCOM.
According to TTSL, the delay has been caused by the Telecom Engineering Centre’s (TEC) inability to test its equipment on time. TEC, the technical wing of DoT, tests and certifies all networks before they are put into operation.
