The Supreme Court has termed the Telecom Regulatory Authority of India?s (TRAI) report that claimed zero loss to the exchequer owing to 2G spectrum allocation as ?debatable?. Prior to this, the Central Bureau of Investigation (CBI) had told the apex court that it had not accepted the TRAI report and had asked the regulator to highlight the basis of this conclusion.
The TRAI report had said that it had not recommended auctioning spectrum and that the licences were issues by former Minister of Telecommunications and IT, A. Raja in accordance with the policy.
Nevertheless, the CBI has asked the regulator to clarify certain points, including the first-cum-first-serve policy and losses owing to spectrum allocation.
