The Telecom Regulatory Authority of India (TRAI) has released its independent drive test (IDT) findings for the Odissa Licensed Service Area (LSA), covering Bhubaneswar to Rourkela Highway and extensive city of Rourkela City in the month of August 2025. In Bhubaneswar to Rourkela Highway, the assessment included the areas of passing through Sunaparbat, Lohadar, Raniberna, Banki, Chandiposh, Musabira, Barghat, Darjing, Juniani, Gudhiali, Jhaliaberna, Kenaveta, Tuniapali, Khulundikudar, Lakhapali, Thianal, Kamakhyanagar and Cuttack etc. In Rourkela City, the assessment included the areas nearby Timjore, Lathikata, Hathibura, Ring Road, Rourkela Bisra Jaraikela Road, Nuagaon, Kuarmunda, Biramitrapur, Bisra, Jhirpani, Koel Nagar, Chhend Main Road, Panposh Road and Pitamahal Dam Road etc.

The drive tests conducted under the supervision of the TRAI Regional Office, Hyderabad, were designed to capture real-world mobile network performance across diverse usage environments- Urban Zones, Institutional Hotspots, rural residential areas etc. Drive tests were conducted to assess the quality of (like 2G/ 3G/ 4G/ 5G) for voice and data service provided by cellular mobile telephone service providers namely Bharti Airtel Limited (Airtel), Reliance Jio Infocomm Limited (Jio), Vodafone Idea Limited (Vi), and Bharat Sanchar Nigam Limited (BSNL)/ Mahanagar Telephone Nigam Limited (MTNL), for voice and data services in August 2025. The observations presented in drive test reports represent the performance of the service providers on the area/ route under test on the day/time of conducting the drive test.

The key performance indicators (KPIs) for voice as well as data service assessed for the networks of all telecom service providers operating in the region included call setup success rate, drop call rate, speech quality using mean opinion score (MOS), downlink and uplink packet (voice) drop rate, call silence rate and coverage-signal strength, under voice services. Meanwhile, data throughput (downlink and uplink both), packet drop rate (downlink and uplink), video streaming delay, latency and jitter, under data services were considered.

In the area, Airtel, BSNL, Jio and Vi have a call setup success rate of 97.06 per cent, 79.76 per cent, 99.84 per cent and 61.34 per cent with a call setup time of 0.70, 2.72, 0.87 and 1.63 seconds respectively in auto-selection mode (5G/4G/3G/2G). Meanwhile, the telcos had a drop call rate of 0.00 per cent, 4.25 per cent, 0.16 per cent and 2.94 per cent respectively in auto-selection mode (5G/4G/3G/2G) with a silence call rate 2.85 per cent, 3.23 per cent and 2.86 per cent respectively in packet switched network (4G/5G). They also had an average MOS of 3.91, 2.43, 3.78 and 4.48 respectively.

Further, the average download speed of Airtel (5G/4G/2G) was 96.48 Mbps, BSNL (4G/3G/2G) was 3.90 Mbps, Jio (5G/4G) was 191.10 Mbps and Vi (4G/3G/2G) was 17.73 Mbps. Meanwhile, the average upload speed of Airtel (5G/4G/2G) is 25.57 Mbps, BSNL (4G/3G/2G) is 5.23 Mbps, Jio (5G/4G) is 18.40 Mbps and Vi (4G/3G/2G) is 15.37 Mbps with 50th percentile latency at 20.25 ms, 26.45 ms, 21.63 ms, 39.95 ms respectively.
