The Telecom Regulatory Authority of India (TRAI) has issued a consultation paper on unbundling of different elements of telecom network such as infrastructure, network, services and application layers through differential licensing.

The consultation paper proposes a scenario of unbundling wherein there will be an independent network service provider/operator, who will establish the network and sell the services on a wholesale basis to the service delivery operator for retailing purpose.

Among the questions posed, TRAI has asked if in order to attract more investment to the sector, network services layer and the services delivery layer need to be separated and if yes, then whether there should be a licence only for the network services layer. It has also asked whether a service delivery operator should be allowed to partner with multiple network service layer licensees.

The move comes half a year after it issued a pre-consultation paper on unbundling of different elements of a telecom network as the Department of Telecommunications (DoT) sought the regulator’s recommendation on the same.
